Alright so maybe requisition isn't quite the right word, but Jay needed parts and he didn't have currency supported in this system.
*The air rips open as though made of thick paper. A sort of dark static fills the space within it.
It is a rift. an unstable portal leading to the space between dimensions. Rifts are extremely dangerous because of the fact that the space between the dimensions is very volatile. It will literally shred anything made of matter. Everything except for jay that is. He has made rift travel into an art form. Of course, most art is far from perfect.
*One side of the rip folds in and Jay shoulder rolls awkwardly out of it. He turns sideways as he comes out of the roll to avoid going face first into a metal wall. His right shoulder slams into the wall instead. Jay Swears as he slides down the wall and sits. fresh cuts riddle his skin. two or three large cuts curl around his arms, as well as a massive one on his thigh, frighteningly close to his femoral artery.*
"note to self, rift jumping between dimensions is not a good idea yet."
*Jay wrapped self adhesive medical bandages around the large wounds. The chemicals on the wraps would help stop the bleeding and keep the swelling down. He tried to sit still and remain as inconspicuous as possible, though its hard to do when your sitting behind a rip in the air and are covered in cuts. his eyes scanned the surrounding area for a place that he could find (and steal.......or trade for) scrap metal and some basic parts. Jay was dying to get back onto a hover board.*

A man with a strange rifle slung over his shoulder walked the corridors of the port. He was on leave for the week, and had decided to visit a few of the worlds he hadn't been to yet. The man had arrived via personal portal, but entered the realm in a restroom, as not to raise suspicions in a world where other dimensions were unheard of.
Unfortunately, someone else had not been so careful. He watched as a man stumbled into the dimension, through a rift, no less. Tobias rushed to the open tear, closing it with the quantum device embedded in his hand. Turning around, he gave the injured man a vicious glare.
"That was reckless," he growled, "You shouldn't be traveling through rifts, especially not in the current crisis." Tobias finally noted the man's face, recgnizing him slightly. This guy was on the Watch List. There was something significant about him, though he couldn't remember what. People on the List are either wanted, or missing, thus IDPD officers were ordered to keep an eye out for them.
"Still," he followed up, extending a hand, "I'm impressed. Not too many can take such a journey, and come out the other side. My name is Tobias."

"yeah its something I’ve been working on."
*jay stopped suddenly. He must have been really shook up. how could he have been so open. The knowledge that this man had meant he was either a drifter like himself or a member of the IDPD, The former of which is very rare. still, this man had been open to him as well. If he was a member of the IDPD, he was either very new or very clever. Jay would have to be very careful, though it had been a while and the thought of being chased again seemed dangerously amusing. He grabbed the Tobias' had and stood up*
"Thanks, its nice to meet you. are you from around here? You mentioned something about a crisis?"

"Yeah," he said, helping the guy to his feet, "There's a shit load of rifts opening up, all over the place. Their coming from a central location, but we haven't determined where yet. Unfortunately, it's estimated that there's only a few months before the real danger sets in. If we don't stop this before then, whole dimensions will be swallowed whole."
There was certainly something odd about this man. He was traveling through rifts, saying it was something he was practicing, and without even knowing of current events. Though, if he was on the Watch List, there was a chance he'd been missing. If that was the case, then he could have been trapped for some time in a primitive dimension. Tobias began walking down the walkway that they were standing in, nodding to a Kive native as it passed them by.
"Oh," he looked over shoulder as a thought came to him, "I never got your name."

*Jay followsTobias, he figures he can trust him and if anything goes wrong he could have some fun. This guy couldn't be that good, high ranking officer would have reconized him, but jay would have to be careful none the less.*
"My name is jay. Are you by chance familiar with this area? im looking for a few things."
*the cuts on jays arms and legs are now mostly covered by what looks like thin, tightly woven metal strands.*

Tobias shrugged. "Actually," he mentioned, "I just got here, myself. Tobias, by the way. I was hoping to catch a few days of R&R." The wounds caught his eye momentarily. "I see you've got a personal doctor, and an efficient one at that." He almost called Jay on the nanotech. After a moment's consideration, though, he decided against it. There was no telling where this guy had been. Nanotechnology was still fairly uncommon. Though, the resemblance to it was almost uncannny.
Tobiasturned down the hall, toward the food service area. He was rather hungry. "So, what is it, exactly, that you're looking for?"

~shit~ *Jay thought to himself as he looked to his arm. the nanobots have a mind of their own, and are quite efficiant. Jay would have to draw attention away from them. He began to talk quickly in very technical terms.*
"I need some scrap metal, a gyro stablizer, and a few parallel thrusters. Ill also need the use of low temp welders, force gauges, and an adjustable wrench would be nice."

"Those aren't very common parts, save for the scrap metal," Tobias explained. In fact, the scrap metal was the only item in that list that didn't quite belong. Wrenches were fairly easy to come by, but he doubted that the Kive locals would have something that humans would know how to use.
"So, what exactly do you need these parts for?" Tobais was begining to lean toward this guy being wanted for his appearence on the Watch List. Besides, would a missing person really act so nervous around a potential rescue? Pressing a button on a device strapped around his wrist, his translator deactivated.
"Listen," he said in a very low tone, keeping his eyes forward, "As I'm sure you noticed, I'm with the IDPD. I'm not sure if you're wanted or missing, but I'm leaning toward the prior. Now, I have orders to bring you in, or kill you on sight, and bring your body in, depending on how generous I feel. So, I'll tell you what: This being by vacation, I'm going to be very generous. I'll let you go if you tell me two things. Why are you looking for such components, and what did you do to land you on the Watch List?"

*A large grin formed on jays face. he couln't quite decide wether to take the deal or refuse and enjoy the fight. His desire to make his board won out.*
"I'm Building a hover board. I had one a while back, but it got lost. As for the IDPD, I used to work for them, now I don't, and they dont like me struting around the multiverse. it's really been quite a while since I last saw a member, and usually they are on me right away. Perhaps they finally forgot about me."

Tobias raised an eyebrow. This guy was being rather forward. It made things easier, but still caught him off guard. There was more to the story. His reasons were rather believable, though. The IDPD didn't like anyone else having the power to traverse between dimensions. It made things much more difficult to control. Then again, this man was a deserter, and desertion was usually met with heavy consequence. Tobias didn't much care about the hover board, but right now, it was only non-volitile link to the guy.
"Well, I suppose there are probably a few parts in the repair bay," he said, turning left, down another corridor, "They probably won't be in the best shape, though, hence the reason they were taken out." After a short while, he stopped at a door marked from top to bottom in Kive dialect. "Ah, here it is. If you can get in, I'll help you carry the parts out."
Just then, all else froze. Tobias' hand quickly reached to his earpiece, pressing a select sequence of buttons. Suddenly, the world resumed, a tiny light flashing twice on his earpiece. It was now sending live video feed to HQ, back on Haven. He leaned back, toward the wall, as to cover up for the quick 'jump' his body would have seemed to have made from him not beginning and ending in the exact same position. If this guy was a fugitive, he wasn't going to let him get away. However, this being his off time, he'd let those who were on duty take the guy down for him.

*The lack of response to jays confession as well as the quick change in conversation was a bit of a surprise to jay. His attempt to analyze Tobias' thought process caused to notice something he would have most certainly over looked under different circumstances. There seemed to be the slightest jump in Tobias' position, which would still have been dismissed as a well timed blink, had it not been followed by two distinct flashes from an ear piece. Jay would have to be extreamly cautious. he opened the door to the store room and walked in. The scrap metal was expectedly easy to find, and he even found two thrusters that could be converted to the type he needed. He even found an old gyro stabilizer from a personal transport bike. he had heard that Kivans excelled in the area of transportation. Jay decided in his head that he would have to upgrade it significantly to serve his needs. He grabbed a few small things he felt could be useful and attached everything to the magnetic holster on his back, which also gave him an excuse to remove and hold his bo-staff. He walked out of the door smiling and nodded at Tobias.*
"I think I got everything I can from here. It was nice meeting you. thanks for the help."
*Jay began walking back down the corridor. He kept track of Tobias' motion out of the corner of his eye through the use of the metallic walls.*

Tobias had watched the man gather his materials, and even let him start walking away. Unfortunately, his vacation would have to be put on hold. A personal screen shot out from his earpiece. To anyone on the opposite site of his eyes, it would appear as a faint ripple in the air, but to him, it was a blue holo screen with direct orders from Xavier himself.
Tobias, this man is a massive threat to the dimensional balance. I apologize, but I will have to suspend your leave for now. Your current mission is to take Jay into custody. Use any means you wish, just do not kill him.
After a brief sigh, Tobias took a deep breath. Then the world froze again. As his breath was held, he approached Jay's position, removing his rifle from his shoulder, and training it on Jay's skull. Pressing the barrel against his mark's temple, he closed his eyes. When he opened them, a millisecond later, the world was moving again. Move of the reptilian civilians suddenly jumped back, cowering in fear. They may not have recognized the model or make, but a gun was known in nearly every dimension.
"Listen," he whispered, having forgotten to turn off his translator, "I was going to be nice, and let you walk. However, my boss seems to have taken a very strong interest in you. If you come with me cooperatively, I will guarantee that no harm comes to you."

*The wall gives no indication of Tobias' movements, but he is at Jays side in an instant, with a gun to his head.*
"ha HA, so they haven't forgotten me after all! guarantee? that seems like a big, and hard to believe, promise. you don't really know exactly what I did. I assume they told you to bring me alive, but that only really applies until I get there. After that I wager I’m pretty well screwed."
*As jay talks his staff slowly touches the ground and the tip glows a dim blue. As he speaks his last word he slashes the ground and it tears open. He falls through quickly, turning and slashing sideways against the rip. A blue line appears and pulls the air together and then disappears. A vertical rip appears behind Tobias and jay steps through the side facing Tobias. Jay holds the glowing end of his staff near Tobias' shoulder.*
"You ever accidentally put your hand into a rift? It hurts real bad, if you don’t know what your doing or have some failsafe that is. I've never opened a rift on top of someone before, but i can't imagine it being very pleasant."
*Jay is really just stalling for time. He could just get away through a rift and Tobias probably couldn't follow him, but he doesn't want to risk another big jump so soon, and truthfully he wants them to be able to follow him. Deep down he enjoys the chase. A dangerous hobby really.*

Backing away from the glowing staff slowly, he sighed. It appeared as though he would have to do this the hard way. Why couldn't anyone ever take him up on his offers? "Well, it seems your mind is made up, then." He bowed his head, taking a deep breath. "I apologize."
With that, he accelerated once more, taking his time to circle around to Jay's left flank. Once again, he pressed his weapon against his target, this time, the left knee. He positioned the angle so that the two barrels had separate targets. The upper one would force a round through the knee it was pressed against. The lower, however, would push a slug through the muscle tissue of the leg, continuing into Jay's right knee. Once he had the angle right, he pulled the triggers. For a moment he enjoyed the absolute silence. Then he brought himself back to the chaos of Realtime.
Once he'd left the accelerated state, the slugs shot from the barrels, screaming point blank toward their targets.

*As the Upper bullet shot destructively through Jay's left knee, his right flinched forward quickly, the bullet scraping the skin of his calf. He collapsed onto his shattered knee. Screaming in pain he cut a diagonal rift into the air next to him and fell awkwardly through it, not bothering to try and close it. This was a stupid move caused by an even more idiotic mistake. How could he have neglected to take the fact that this man seemed to be able to move at impossible speed into consideration. Regardless he had just plunged himself into a rift with his mind far from focused. The nanobots would do their part but this would be a nasty trip. Jay opened a new rift as soon as he could. He didn't know or care where it led him.*
